It’s Time to Climb! Thank you for your commitment to nurturing girl ambition—your role as Troop Cookie Manager (TCM) is crucial in the coming months for a successful cookie season and for building the skills that will last her a lifetime. Every Girl Scout has it in her to do amazing things. With your support, she’ll rise to the challenge!

A lot of exciting changes are in store this cookie season—a brand new cookie, an awesome mascot and some useful tech updates. With your help, Girl Scouts will “Climb with Courage” to new heights and set their sights on new adventures that the cookie program can help them achieve. This program is more than just a cookie sale; it’s a chance to help Girl Scouts build essential skills for a lifetime of leadership, bring in troop proceeds to fuel eye-opening experiences, and earn fun rewards. Every cookie purchase fuels local Girl Scouts’ adventures throughout the year: exploring what interests them, discovering their passions, and taking action on issues they care about. Whether they’re using STEM skills to solve a problem, changing a law to help their community, having a courageous outdoor experience, or starting an innovative nonprofit, Girl Scouts build a better future for themselves and the world and they do it all with the help of volunteers like you.

• Complete required Council Troop Cookie Manager training each year while in this position • Receive and distribute cookie materials to girls/ families in troop • Adhere to the established guidelines and deadlines regarding submission of orders, paperwork, product delivery, rewards and payment as established in the current program year, including reading program update messages • Promote the Cookie Program, importance and benefits to troop leaders, girls and parents/ caregivers • Become familiar with and use eBudde and Digital Cookie technologies and promote Digital Cookie usage to girls/families Your role as the Troop Cookie Manager includes: Your Role

• Maintain responsibility for all product and payments during the Cookie Program and complete receipts for every financial and product transaction • Reserve (or designate another adult) to reserve council-scheduled and/or troop-scheduled cookie booths • Place and pick up (or designate another trusted adult) pending cookie cupboard orders for additional cookies for the troop • Complete a Late Payment Report by deadline for all adults who have an unpaid balance; be responsible for any unpaid balance for those adults if a report is not submitted • Provide Cookie Program support to girls and families, responding to communication in a timely manner

• Collect money for product ordered from girls/ families and from cookie booths and make regular deposits in troop bank account

• Distribute cookie rewards to girls in a timely manner

Terms to Know ACH: Automated Clearing House; a safe, secure and quick method of electronic money transfer between bank accounts making collection of payments and reimbursement of proceeds easier for both volunteers and the council. The ACH system utilizes the bank account and routing numbers when funds are withdrawn or reimbursed. All troops in eastern Missouri must use ACH as the method of money collection and reimbursement for the Treats & Reads and Cookie Programs. Digital Cookie (DC): The platform that helps girls run and manage their Girl Scout Cookie business online. eBudde: The Little Brownie Bakers platform that allows volunteers to manage inventory, package allocations and rewards for Girl Scouts in their troop(s) or neighborhood. Goal Getter Orders: Refers to orders girls take after January 30, 2022. Each troop handles these orders differently, discuss with your Troop Cookie Managers best practices for goal getter orders. MyGS: A tool located online at girlscoutsem.org that is used to renew membership, update your contact information and make sure we have the correct information about all your Girl Scout volunteer roles. gsLearn: An online learning platform for Girl Scout volunteers accessed through your login at MyGS Initial Early Order (IEO/IO): Refers to the orders (through Digital Cookie and order card) taken by girls by January 31, 2022. These orders are submitted by the TCM and picked up by the troop in bulk in mid- February. Little Brownie Bakers (LBB): The bakery that our council partners with to supply all our tasty cookies. CEM: Community Engagement Manager; this is a council-level staff member who provides troop support in your local community. CCM: Cookie Cupboard Manager

NH: Neighborhood (Girl Scout); Neighborhoods support troops in their local communities and are comprised of a team of volunteers who serve as the first point of contact for troops and volunteers in their area. Service Unit: Alternate term for what we call a “Neighborhood.” It is the term used in the eBudde platform.

PGA: Per Girl Average; total number of packages assigned to the troop divided by the number of girls selling. A girl is selling if she has one or more packages of cookies assigned to her in eBudde.

This online version of the guide includes even more resources for a successful cookie season, and can be updated with new information during the program. In addition to the Quick Start Guide, troops should have received order cards, money collection envelopes and family guides for each Girl Scout in their troop, and two money/ product receipt books for the troop. If you need additional materials, reach out to your Neighborhood Cookie Manager or complete this form.

Contact Parents through eBudde Troop Cookie Managers can email parents/ caretakers in their troop in one place through eBudde. Digital Cookie Updates • Inventory and payment transactions can feed to Digital Cookie from eBudde • Total girl sales, including booth allocations, can feed to Digital Cookie so she can see her progress toward rewards and goals • Redesigned app with several new features • Two choices for troop Digital Cookie Link: girl-delivery site or shipping/donation-only site. Digital Cookie Pick Up Option Customers can order their cookies through the national cookie finder and choose to pick them up at a troop’s cookie booth. Rewards Highlights Troop PGA Rewards for 175+ and 300+ packages earn all Girl Scouts selling in a troop matching T-shirts or an exciting private Girl Scout experience! • NEW! When Girl Scouts participate in booth sales, they become eligible for a booth sales patch! Girl Scouts who have 1+ packages reported as booth sales through eBudde will receive the patch. Remind Troop Cookie Managers to use the “record booth sales” function in eBudde or check the “Bth” box when creating a girl transaction after booth sales to ensure eligibility. Cookie Experience Coupons Cookie Experience Coupons can be used for most resident camp programs, as well as select council programs and travel experiences! Project Thank You The Project Thank You program is a Girl Scouts of Eastern Missouri service project that gives our community the chance to donate cookies to the USO of Missouri, Operation Food Search and other nonprofit partners.

The program provides our Girl Scouts the opportunity to learn about philanthropy and the importance of giving back. For each $5 donation, we will gift a package of cookies to one of our partner organizations like the USO of Missouri or Operation Food Search. Additionally, Project Thank You requires no contact or delivery. To help promote Project Thank You to customers, a flier and receipt is available at girlscoutsem.org/cookies or pg. 69-70.

Customers can donate $5 Project Thank You cookies in two ways: • Using the Cookie Packages Donated column on the paper order card • Adding Project Thank You to online orders through Digital Cookie

Troops that select a charitable organization other than Project Thank You need to order and track these donations separately as Gift of Caring. Only Project Thank You packages are eligible for Project Thank You rewards.

Rewards Girls earn individual rewards based on total sales. Cadette, Senior and Ambassador troops that opt out of individual rewards still qualify for earned patches, highest level of Camp Experience Coupon earned, and rewards earned at the 1,000+ package level when applicable. Individual girl orders cannot be combined to achieve higher level rewards. Troop Cookie Managers are on their honor to demonstrate good business ethics and not combine girl orders. Initial Early Orders are calculated based on the package distribution in eBudde on February 1, 2022. All packages must be distributed by March 22 in order to count towards final rewards. To receive high-level rewards, girls’ families must be in compliance with payment deadline. Rewards are shipped to Neighborhood Cookie Managers the in early April and troops will pick up from them. Girls who earn higher-level rewards, at 1000+ package levels will be contacted directly by Product Programs

Let families know their Girl Scout can set up her own account through Digital Cookie. Girls share their unique cookie link via email, social media, local neighborhood sites, and at parent/ caretaker workplaces. Digital Cookie opens Jan. 3 and is open until the program ends on March 20.

Marketing Product Girls are permitted to accept in-person orders, including door-to-door sales (with proper adult supervision). Online marketing and sales efforts during the cookie program should adhere to the digital marketing guidelines and online safety practices. Sales links should never be shared on online resale sites like Facebook Marketplace or eBay.

Girl Scouts can take orders with their paper order card door-to- door, at workplaces or from friends and family and then deliver the cookies and collect payment at time of delivery.

Order card sales start Jan. 8.

After this time, Girl Scouts can continue taking orders with the Goal-Getter order card.

Packages and Cases Cookies are $5 a package, except S’mores® and Toffee-Tastic®, which are $6 per package. Packages have varying numbers of cookies depending on variety. A case is 12 packages of cookies. When submitting your troop initial early order, your order will automatically round up to cases, typically providing troops a few extras to fulfill later orders. Cookie Cupboard orders later in the season can be placed by the package or case.

Orders placed for girl-delivery, shipped and donated on Digital Cookie between Jan. 3 – Jan. 30 (or earlier, if you submit your troop’s initial early order prior to Jan. 30) will automatically be included in your troop’s initial early order. If parent/caretakers in your troop use the online order card entry system in Digital Cookie, you will need to download the report and enter those orders into eBudde. These entries do not automatically feed over to eBudde. Orders placed for girl-delivery on Digital Cookie after you submit your troop’s initial early order will require the parent/ caretaker to communicate the number of cookies needed with the Troop Cookie Manager to supply out of troop extras or through a Cookie Cupboard pickup. You will need to enter the packages in eBudde by variety and transfer cookies to the Girl Scout. Specific instructions can be found on pg. 56. Order cards submitted through eBudde by Jan. 30 will be included in your troop’s initial early order, due to a production delay, initial orders will be available for pickup starting Feb. 25 Order card orders placed after Jan. 30 require the parent/ caretaker to communicate the number and types of cookies to you. Your troop may have extra cookies from your initial early order, or orders may need to be picked up from a Cookie Cupboard. Cookie Cupboards are locations around the council where you can pick up extra cookies for later orders or booths. They are typically volunteer-run and will open the weekend of Feb. 18. Remember, you have the option to set parent/caretakers in your troop as designated cupboard pickup users in eBudde. See pg. 49-55 for more information.

The parent/caretaker listed on the Digital Cookie site must review and approve all orders placed. Remind parents not to approve orders they cannot deliver (i.e. out of town orders or strangers). Remind families of Girl Scout safety guidelines and always follow the digital marketing guidance, see more at girlscoutsem.org/ cookies . Tip: After your troop’s initial early order, give parents/ caretakers a deadline each week to turn in their additional orders and set clear expectations on when you will pick up cookies from the cupboard. Remember, you have the option to set parent/caretakers in your troop as designated cupboard pickup users in eBudde as well. Returning this year, your troop has the option to set up a Troop Digital Cookie account for use at booths or promotion through the Girl Scouts of the USA Cookie Finder. See pg. 43-46 for more information. Always practice safety when selling door to door. Never enter a home or vehicle when selling cookies or making a delivery. Adults must accompany Girl Scout Daisies, Brownies and Juniors when taking orders, selling or delivering product. Girls in grades 6-12 must be supervised by an adult when selling door-to-door and must never sell alone. Find Cookie Cupboard information on pg. 11. Money Management Money due to council for the product the troop received is collected via ACH at the end of the program. Payments collected through Digital Cookie will automatically be transferred to council. The Troop Cookie Manager or troop leader should collect and deposit cash frequently as a best practice. A Troop Late Payment Report is required for any family not paying in full by the deadline.

Taking Care of Your Product Cookies should be stored in a cool, dry place in an area free of chemicals or pests. Certain cookies – including Thin Mints, Tagalongs and Adventurefuls are more prone to melting because of their chocolate coatings. In case of unseasonably warm temperatures, coolers can be used to keep cookies cool.

Cookie booths begin Feb. 18.

Project Thank You (PTY) is the council-wide donation program that allows customers to donate Girl Scout Cookies to our non-profit partners at the USO of Missouri and Operation Food Search. Project Thank You orders from the “Cookie Packages Donated” line on the order card should be entered in eBudde on the PTY line.

Media Inquiries During the Girl Scout Cookie Program, troops are occasionally approached by reporters from television, radio, newspapers and online media for interviews and photo opportunities. Be sure you understand what they are interested in covering before agreeing. If you are approached by the media in a crisis or uncertain situation (such as being solicited for your Girl Scout opinion on potentially controversial topics), please DO NOT make any statements to the media. Instead, contact the Council communications team immediately at kdaleen@girlscoutsem.org .

As we are experiencing a delay in initial order delivery, tro- ops who would like to participate in booths during the first two weekends can pick up orders from a cupboard, opening as early as Feb. 16. Have questions about rounding up or ordering extras in your initial order? Reach out to your Neighborhood Cookie Manager. If you do not have extras from your initial order, you can pick up cookies from a Cookie Cupboard. Cookie Cupboards open Feb. 18 (the GSEM Cupboard opens Feb. 22). Not sure how many packages you need at your booth? Check out Rallyhood or Marvelous Mentoring to get tips from other troops or ask your Neighborhood Cookie Manager for guidance!

Cookie booths require a minimum of two girls and two registered adults, maximum of four girls and two registered adults per shift. Council-scheduled booths include partners like Schnucks, Dierbergs, Walmart, Dunkin, JoAnn, Walgreens, The Magic House, Lowe’s and GNC. These booth partners should not be contacted by individual troops for booths; certain locations may not be available. Find information for contacting booths on pgs. 72-73 and remember, a good rule of thumb is that Girl Scout Cookie Booths should only be hosted at businesses Girl Scouts could patronize themselves! Once you have your location secured, be sure to report it as a MySale in eBudde. NEW! When your Girl Scouts participate in booth sales, they become eligible for a booth sales patch! Girl Scouts who have 1+ packages reported as booth sales in eBudde will receive the patch. Make sure to use the “record booth sales” function in eBudde or check the “Bth” box when creating a girl transaction to ensure eligibility. Talk to your Girl Scouts about including Project Thank You in their elevator pitches to customers. Consider a donation drive or a donation specific goal for your troop. Girl Scouts can earn Project Thank You rewards—check out the order card for more details

Complete your orientation via gsLearn at girlscoutsem.org/cookies . If a volunteer needs assistance accessing gsLearn, please refer them to the Answer Center at 314.400.4600 or answercenter@girlscoutsem.org . The Troop Cookie Manager orientation is a program overview and role introduction. Product Programs staff will provide live webinars throughout the season covering key tasks, such as submitting the Initial Early Order. Neighborhood Cookie Managers may hold neighborhood-specific sessions to provide support as well.

November 23 No Funds Handling

Troop Cookie Managers and Troop Leaders will receive information regarding adults within the troop who have no-funds handling restrictions. Anyone with a no-funds handling restriction cannot be responsible for money or product. Girl Scouts whose primary caregiver has a no-funds handling restriction can still participate in the cookie program if an unrelated adult living at a different address takes responsibility for her orders and product. Girl Scouts can still participate in troop cookie booths.

December 7 Log In To eBudde

Volunteers will receive an email from do_not_reply@littlebrownie.com inviting them to log in to eBudde. Returning users can also go directly to cookieportal.littlebrownie.com and log in using their previous information. Upon log in, returning users will be prompted to enter a new password. If you run into any issues, click forgot password and click through the prompted email to set up for the new season. If your information changes during the cookie program, please update it in the portal. Familiarize yourself with the eBudde Dashboard. • Scroll to see the troops in your area and check their rosters and sales progress • Under the Reports tab, find the information you need on unsubmitted orders, rewards and more During the program, encourage troops to participate and help with tips and reminders. You can communicate with families in your troop by navigating to the Contacts Tab and selecting Email Branch. Select who will receive your message on the right-side menu. Troops will not be able to add girls in eBudde and will have to contact council to request they be added. Please note, Girl Scouts who are not participating do not affect the girl-selling PGA or eligibility for contests or rewards. Therefore, if a troop has a Girl Scout on their roster who is no longer participating, her presence will not impact their sales. We ask that troops not request a girl be removed from their troop in eBudde, unless they know the girl should be moved to a different troop. Log In To Digital Cookie

dECEMBER-January 15 Family Cookie Meetings Host a meeting with Girl Scouts and families to discuss the cookie program. Check out the Family Meeting Guides to plan your meeting: Confirm all parents/caregivers have signed annual health/history forms and all Girl Scouts have updated memberships. Prepare girl packets and distribute. If you need additional Cookie Materials, contact your Neighborhood Cookie Manager. December 20 Parent/caretaker will receive an email to set up Digital Cookie on Dec. 20. Customers can begin ordering on Jan. 3. Set up troop Digital Cookie Storefront Troop Digital Cookie storefronts will look like a girl’s site but will function separately from any girl’s individual site. The troop link can be used for things like a troop virtual cookie booth or the Digital Cookies- Cookies in Hand credit card system at booths. Troop Links will be advertised through the Girl Scouts USA Cookie Finder. Sales that come in through the troop link, which is not intended to be a replacement for normal troop cookie activities, will still need to be allocated to individual girls in eBudde, like you would do for a regular booth. When you log in as the troop user, on the left side of your screen there will be a button to activate that link. Once girl accounts are turned on, you will be able to go through the full set-up process. See step by step instructions in the appendix on pg. 42. Girls set up their Digital Cookie Storefront At this time Girl Scouts can set up their Digital Cookie storefront.

Before January 8 Cadette, Senior and Ambassador Troops can Opt-Out

Cadette, Senior and Ambassador troops who have completed a majority vote to opt-out of physical rewards in order to receive additional proceeds, should confirm their vote at https://bit.ly/21-22OptOut and opt out of rewards through eBudde settings before GO Day.

If you have troops in your Neighborhood who you believe have opted out by accident, please let us know so we can reach out and adjust their settings. To complete each of these actions, 1. Navigate to the “Settings” Tab in eBudde. Select “Edit.” 2. Under the Left Column on “Settings” enter your bank name, routing and account number. 3. Enter a troop goal and select the opt-out option if desired. Select “Update”

January 30 Parent Initial Early Order Card Submissions

Until January 30, parents/caregivers can enter order cards into Digital Cookie or give paper order cards to the Troop Cookie Manager. Make sure to set clear expectations with parents in your troop about how to submit order card orders. Note: While Digital Cookie orders flow automatically to eBudde, paper order cards entered this way do not. If you would like parents to enter order cards this way, you will need to download a report from Digital Cookie and enter those orders in eBudde. January 31 Troop Initial Early Order Deadline

• Order card orders entered by parents through Digital Cookie do not flow automatically to eBudde. TCMs will need to download the Digital Cookie report and enter the packages by variety in eBudde. Digital Cookie orders placed by customers online will automatically feed to eBudde and do not need to be entered. • Note that at times, Digital Cookie orders can take a bit to make it in to eBudde, if you have a Girl Scout who you believe should receive initial early order rewards based on an order that has not appeared in the system, please reach out to the Answer Center • When submitting your troop’s Initial Early Order, you will also need to confirm your delivery location and time, and your initial early order rewards • Once you submit your troop’s Initial Early Order, your orders will be locked, any additional Digital Cookie orders placed after that time will need to be picked up separately or distributed through your troop’s extras; packages after submission will not count toward Initial Early Order rewards. TCMs will be locked from entering additional orders in eBudde at 10 pm CST. Program Timeline March 4 Digital Cookie Girl Delivery Option Ends Check in with families for any last minute orders and final Digital Cookie Girl Delivered cookies needed March 8 First ACH Withdrawal- Canceled Troops would normally receive an email the week of March 3 regarding the ACH, due to the delay in initial order delivery, there will only be one ACH withdrawal at the end of the cookie season. March 14-April 1 Cookie Clean Up Week • Troops can continue to sell or transfer remaining cookies, including last minute cookie booths, door-to- door walkabouts and Digital Cookie through April 1 • Reach out to your troop families to help offload any extra troop cookies. Contact your Neighborhood Cookie Manager for ideas if needed. • Near the end of the season, some cupboards may begin to close. Final cupboard dates will be available through eBudde Cookie News emails and the eBudde app • Be sure to allocate all troop extras to girls in eBudde, as well as allocate any booth cookie sales, etc. that the troop did during the season. You should have zero cookies left in your troop inventory by program end if this is done correctly. This should be done before you submit your troop’s final rewards.
