GSEM Employee Handbook 2022-2023

SECTION 3: COMPENSATION AND BENEFITS

DIRECT DEPOSIT Direct deposit is required, and your pay is deposited directly into your bank account(s). Employees have access to set up or change their direct deposit accounts by using the self-service feature in Paycor, the Council’s HR/Payroll system. PAYMENT OF SALARY Council employees are paid on a two-week lag time, every other Friday. As required by law, the Council will deduct appropriate taxes and withholdings from an employee’s payroll check each period. Other specified deductions may be made once an employee completes the appropriate authorization forms. Online access to your payroll records is available through https://secure.paycor.com/Home/ToD/ClientSelectEmployee. Staff members can view their personal payroll data, request time off and complete time/attendance records. PERFORMANCE APPRAISALS The performance appraisal program is a process to help ensure goal setting, communication and evaluations that are consistent with the Council’s operating objectives. It is an integral part of the Council’s compensation program and the annual plan of work process. This process depends on a regular exchange of information between manager and employee concerning performance. This shared responsibility provides a consistent means for evaluating performance and recognizes individuals whose efforts and performance contribute to the Council’s overall success. MERIT INCREASE GUIDELINES 1. Merit increases, if any, are effective the first Monday of the first full pay period in the calendar year. 2. Merit increases, if any, are based on the previous fiscal year’s (October 1-September 30) performance review score. 3. Newly hired employees are eligible for a merit increase based on the following guidelines: • 10-12 Months Full merit Employees who will reach the maximum of their pay range or are already at the maximum of their pay range may be eligible for a lump sum merit bonus. The merit bonus will be equivalent to their recommended increase based on their overall performance review score. The merit bonus will be paid in two increments: at time of all merit increases (January) and at the six-month mark (July). Employees on a performance improvement plan are not eligible for a merit increase until they successfully meet expectations and complete the plan. A merit increase, if applicable, will begin at the time the plan is successfully completed. • 2-3 Months • 4-6 Months • 7-9 Months 25% of full merit 50% of full merit 75% of full merit
